Sonoma County's American Rescue Plan Act Funding

This blog details the news concerning Sonoma County's American Rescue Plan Act funding of community agencies.


  • From Noon to 1pm, a Grant Administration Zoom Meeting has been established at https://us02web.zoom.us/j/86394936133 to improve the ability of groups to administer grants that are received.  (Host available on call - 707 230-1198 or (707) 546-5771).
    • Advance payments - Requesting up to two months advance on contract budgets at beginning of contracts.
    • Requesting Auditor-reviewed financial statements, instead of Audits.
    • Requesting expedited reimbursements.
  • From 5pm to 6pm, a Grant Development Zoom Meeting has been established at https://us02web.zoom.us/j/88098566961 to assist in the imagining and development of grant applications for ARPA fund awards. (Host available on call - 707 230-1198 or (707) 546-5771).
    • Requests Identified:
      • Technical assistance in grant development through Community Foundation of Sonoma County.
      • Funding allowance for agency fiscal and operational management, including multi-agency cooperation.
      • Workshops and assistance in outcome measurement, metrics identification, and data collection.
      • Yearly no-cost leases for the use of public property not determined essential, to facilitate shared access to organizational meeting, storage, and service delivery.
      • Mobile shower service vehicles capable of regularly visiting all housing sites without on-site showers.
      • More, and higher-paid, in-home service workers.
      • Employment training, subsidized startup salaries, and small business organizational support.
      • Higher and hazardous pay for essential workers in public, private, and nonprofit businesses, and lost wages pay for those who did not receive unemployment during 2021.
      • Respite care and reservation hold subsidies for housing being located for homeless transitional programs.
      • More addiction recovery service group homes.

From the County announcement (Oscar Chavez, Alegria de la Cruz, and the other members of the Work Group supporters:

  • On January 20th, the County has called everyone to a couple of Zoom meetings  aimed at helping the community "to learn about how you might apply for funding. Through our community engagement efforts, we have heard the need to collaborate with our partners to ensure that money and programs reach those community members most disproportionately affected by the COVID-19 pandemic"  
  • "We know the application and reporting requirements for federal money can be burdensome for CBOs so we want to provide the opportunity for CBOs with previous experience receiving federal money, and County Departments to network with CBOs who haven’t previously received federal funding in order to plan for multi-organizational collaborative applications".
  • "We hope you can make one of these two virtual ‘meet-and-greet’ meetings. We ask that the person who will be taking the lead on this project attend. Look for an invitation to register in early January, so save the date now! For more information about the meeting, please email ARPA@sonoma-county.org."
